He represents the interests of major motor vehicle insurance carriers within the State of Delaware and continues to represent the interests of two of the major national rental car companies for motor vehicle-related claims within the State. He has litigated matters before the Delaware Superior Court, the Delaware Supreme Court, United States District Court for the District of Delaware, the United States District for the Eastern District of Pennsylvania, the Third Circuit Court of Appeals, and the United States District Court for the Southern District of New York. He is admitted before the Supreme Court of the United States.
Before joining Weber Gallagher as a Partner, Stephen had his own law firm in New Castle. He has extensive multi-district litigation experience, including being defense litigation counsel in both Ephedra MDL proceedings and the Vioxx MDL proceedings. He was also involved in representing the retail drug concerns in the Baycol litigation in Nevada and the Zicam litigation in Arizona. He additionally was involved in providing representation to a national pharmacy with respect to the California coordinated Quinine litigation.
Stephen practices in all aspects of civil litigation, arbitration, mediation, and jury trials along with handling appellate cases.
For more than 25 years, Stephen has received Martindale-Hubbell®'s peer review rating of "Very High Rating in Both Legal Ability & Ethical Standards." Stephen also received an award for his client, a distribution concern, from the American Arbitration Association.
