Charles Starnes prevails in defense of county officals

    In a matter of first impression, prevailed in the defense of county officials and juvenile detention officers in a federal civil rights suit.  The minor plaintiff, who was 12 years old at the time, had been subjected to a strip search upon entering a juvenile detention facility.  The Third Circuit upheld the search as constitutional following extensive briefing and cert was denied by the United States Supreme Court.
