(Philadelphia, PA – August 21, 2019) – Evan D. Dalzell and Hendrick I. Penn, IV, have joined Weber Gallagher in its Pittsburgh office as Partners in the Workers’ Compensation Group. Two associates have also joined Weber Gallagher’s Pittsburgh office, one in the Workers’ Compensation Group and the other in the firm’s Medical Malpractice Group. Weber Gallagher has also added Leslie F. Ruff to our firm as Of Counsel in our New York City office where he will continue his practice of products, professional and general liability defense.
Dalzell and Penn have been defending employers, third-party administrators and insurance companies in workers’ compensation matters for the past 15 years. Both have litigated claims in myriad industries including retail, healthcare, gas and energy, food and beverage distribution, transportation, construction and the distribution of chemical products. They join Weber Gallagher from Post & Schell.

Penn has concentrated his practice on defending employers, businesses and insurance companies in workers’ compensation and has represented clients in trucking, construction and the retail industries. He started his career representing employees and uses that experience to help him in defending employers in workers’ compensation claims.
He earned his J.D. at the University of Pittsburgh School of Law and a B.A. from Washington & Jefferson College. He is licensed to practice in Pennsylvania and admitted to the U.S. District Court for the Western District of Pennsylvania.
Dalzell has spent his career litigating claims and counseling employers, businesses, insurance carriers and third-party administrators in workers’ compensation matters. He has represented institutions including healthcare, retail and energy companies. He has recovered settlements from the Supersedeas Reimbursement Fund for his clients.
Dalzell is a frequent speaker on workers’ compensation issues. He earned his J.D. from Duquesne University School of Law and a B.A. from Washington & Jefferson College. He is admitted to practice in Pennsylvania, the U.S. District Court for the Western District of Pennsylvania and the Supreme Court of Pennsylvania.
Charley T. Monroe, who focuses his practice on workers’ compensation defense, joined Weber Gallagher as an associate in Pittsburgh. Monroe has spent his career defending employers and insurance carriers. Monroe earned his J.D. at the University of Pittsburgh School of Law and his B.A. from the University of Pittsburgh.
Devon A. Malloy, also joined the Pittsburgh office, as an Associate, in the Medical Malpractice Group in Pittsburgh. She is licensed to practice in Pennsylvania. Malloy serves as the Chairperson of the Pennsylvania Bar Association Zone 12 Young Legal Division and is on the Board of Directors of the American Red Cross Pennsylvania Mountains Chapter.
Malloy received her J.D. in 2013 from Ohio Northern University Claude W. Pettit College of Law. She graduated cum laude in 2010 with a B.A. from the University of Pittsburgh at Johnstown.
Finally, Leslie Ruff has joined our General Liability, Professional Liability and Products Liability Groups. He defends product manufacturers and distributors, automobile manufacturers, airlines and a variety of professionals. Ruff handles medical device liability, business litigation, defamation and trade libel.
Ruff is admitted in the New York State and Federal Courts as well as U.S Court of Appeals for the Second Circuit. Ruff graduated from Boston University in 1969 with a B.A and from Boston University School of Law with his J.D in 1973.
