Baxter is a seasoned trial attorney who represents clients in complex civil litigation across Pennsylvania and New Jersey. His practice spans a wide range of industries, including manufacturing, industrial, mining, hospitality, healthcare, government, gaming, and commercial enterprises, and focuses on defending high‑exposure matters such as catastrophic injury claims, large property loss disputes, products liability, liquor liability, and premises liability actions. Known for his strong command of both the legal and operational issues that drive litigation outcomes, Ian delivers practical, business‑aligned strategies to clients, providing effective, informed, and actionable litigation analysis.
Baxter brings more than a decade of experience guiding clients through all phases of litigation. He is routinely entrusted with matters involving significant operational, regulatory, and reputational risk, and he is known for quickly mastering the technical details and industry‑specific issues that shape each case. He works closely with in‑house counsel, risk managers, and business leaders to develop strategies that align legal defenses with business objectives and to mitigate future exposure through improved processes and policies.
A substantial part of Baxter’s practice includes liquor liability litigation. Certified by the Pennsylvania Liquor Control Board in responsible alcohol service, he routinely represents bars, restaurants, private clubs, and individuals facing dram shop claims in both Pennsylvania and New Jersey. He also counsels clients on regulatory compliance and assists with post‑incident investigations.
Baxter received a J.D., cum laude, from Widener University School of Law, and a B.A. from West Virginia University.
